President Bush declared Tennessee a disaster area Wednesday, and Joe M. Allbaugh, director of the Federal Emergency Management Agency, flew here by helicopter to make the announcement.

Allbaugh was joined by outgoing Tennessee Governor Don Sundquist and Morgan County Executive Tommy Kilby. The three made a brief tour of the disaster site before Allbaugh made the announcement.

"President Bush has made this declaration so Tennesseeans can get back on their feet and go on with their lives as quickly as possible," Allbaugh said. "FEMA will be there every step of the way during the recovery process."

A total of 16 Tennessee counties, including Morgan, will now be eligible for federal funds.

During Allbaugh's tour of Mossy Grove, he said he was impressed by the cooperation and caring of residents here.

"This is a microcosm of what we have all across this country," he said, "and this is what separates us from every country in the world."
