Many states were seeing winter at its worst Monday, with everything from ice storms to heavy snow.

Stretching as far south as Georgia and as far west as Minnesota, winter storms caused hazardous roadways and airport delays.

The heaviest snow fell in Minnesota, where areas saw some 23 inches. Nebraska and Missouri endured harsh weather as well.

Ice was the story in Georgia and the Carolinas, where downed limbs knocked out power to thousands of people.

North Carolina Gov. Mike Easley declared a state of emergency.

Washington, D.C., Maryland and Virginia each recorded 7 inches of snow in some areas. It was the mid-Atlantic's highest snowfall of the season.

The northeast could see more snow Tuesday, forecasters said.
